150 Thompson Ave. E. Redevelopment (former YMCA site)
Project Summary
This urban, market-rate housing development proposal acts as a front porch to the West St. Paul community. It is the interface between public and private functions and offers a welcoming re-energization to this area as it continues the city’s mission to thoughtfully redevelop, bringing more shared amenities to the community and improving the overall housing stock. This site connects West St. Paul’s city center to its beautiful, natural surroundings through trails and waterways, and provides, yet another, elevated gathering space for the community.
Alignment to Goals and Values
This project aligns with multiple components of the West St. Paul 2040 Comprehensive Plan, including but not limited to the following:
RESIDENTIAL DEVELOPMENT
- Provide a variety of housing types and densities to support resident alternatives
- Recognize opportunity sites for high-density development
- Support well-designed projects that add value to the community landscape and are connected to transit ways and other community amenities
COMMERCIAL AND MIXED-USE DEVELOPMENT
- Create a redevelopment plan for Thompson Oaks Golf Course which includes a mixture of high-density residential, commercial, and open space uses
PARKS, OPEN SPACE, AND NATURAL RESOURCES
- Provide resources and programming to maintain city park areas as community amenities
- Develop and maintain a long-term urban forestry plan
GATHERING SPACES AND COMMUNITY FEEL
- Prioritize incorporation of communal amenities and gathering spaces into new developments
CONNECTIONS
- Prioritize incorporation of linkages and connections for all modes of transportation, to connect areas of intense land use amenities
Project Details
This unique public/private mixed-use development proposal between the City of West St. Paul and Greco Properties includes the following components:
- Activated public plaza (to be city owned)
- Playground/splash pad area (to be city owned)
- Lawn, pavilion, stage area (to be city owned)
- Pond overlook/boardwalk (to be city owned)
- Connections to the regional trail system
- 457 market rate apartment units with underground parking and 19 townhomes
- 7,165 SF restaurant (former AutoZone site)
