2017 Street Improvement – Project #17-1

On September 26, 2016 the West St. Paul City Council accepted a feasibility study proposing street/infrastructure improvements at the following locations:

  • Edith Avenue; from Smith Avenue to Charlton Street
  • Edith Avenue; from Charlton Street to Bellows Street
  • Humboldt Avenue; from Marie Avenue to Wentworth Avenue (County Rd. 8)
  • Kraft Road; from Humboldt Avenue to Livingston Avenue
  • Fox Ridge Road; from Livingston Avenue North to street end
  • Fox Ridge Court; from Fox Ridge Road to cul-de-sac end
  • Bidwell Street; from Marie Avenue to Crusader Avenue
  • Edgewood Lane; from Charlton Street to street end
  • Sherwood Court; from Charlton Street to cul-de-sac end
  • Charlton Street; from Highway 110 to N. of Marie Avenue
  • Runge Lane; from Smith Avenue to Charlton Street
The city, along with the help of our consultant, Bolton and Menk, Inc., is starting the preliminary design of the project.  Over the next couple months you may notice city staff or consultants in your neighborhood performing inspections, marking utilities, and taking survey measurements.  The information collected will help put together a preliminary estimate of the project cost.

Please note, no improvements or construction will begin until there has been an opportunity for public input on the project. At this time, the city is looking for feedback from property owners located on the proposed streets marked for improvement.  The city will be conducting open house meetings to give property owners a chance to meet with city staff and discuss the potential improvements.  A link to an electronic copy of the feasibility study is provided below.  A paper copy of the feasibility study is available for viewing at City Hall during normal business hours. The open house meeting for Edith Avenue, Humboldt Avenue, Kraft Road, Fox Ridge Road/Court, Bidwell Street, and Runge Lane will be on:

A Public Hearing has also been scheduled in front of the West St. Paul City Council at 6:30 P.M. on Monday, October 24, 2016.  The Public Hearing is a required legal process the city must hold. At the hearing, the City Council will consider whether or not to move forward with the proposed project.  All West St. Paul property owners along the affected streets have been invited to this public hearing. During the public hearing, city staff will give a short presentation to City Council, City Council members will then ask any questions or comments they may have.  During this process the mayor will invite property owners to ask any questions or comments they may have regarding the proposed improvements.  Following the Public Hearing, City Council will make a decision on the project.

If you are unable to attend either the open house or Public Hearing, an opportunity to submit electronic questions or concerns has been provided below.  These comments will be provided to City Council members at the Public Hearing.
