Picnic shelters are available for private use by rental permit.

- Resident Full Day: Weekday $175 plus tax; Weekend $200 plus tax
- Non-Resident Full Day: Weekday $225 plus tax; Weekend $250 plus tax

To reserve a shelter, use our online reservation system, stop by the Parks and Recreation Department at the Municipal Center, or call 651-552-4150 for further information.
Notes: Parks close at 10 p.m. Picnic Pavilions = $125 damage deposit, Large Picnic Shelters = $100 damage deposit, and Small Picnic Shelters = $75 damage deposit. Damage deposits will be returned if shelter is left like it is found and all permit conditions are followed. Parks should be left in good condition and trash put in proper receptacles. Beer is allowed in parks in cans only. No glass containers allowed.

Indoor party rooms are available for private use by rental permit.
Harmon Park Neighborhood Center and Thompson Park Activity Center
- Resident (per hour): Weekday $55 plus tax; Weekend $60 plus tax
- Non-Resident (per hour): Weekday $80 plus tax; Weekend $90 plus tax
- Non-Profit (per hour): Weekday $55 and Weekend $60

Notes: Park buildings close at 10 p.m. A $125 damage deposit is required for all indoor facility rentals. It will be returned if the building is left like it is found and all permit conditions are followed. Rooms should be left set up how you found them, in good condition, and trash put in proper receptacles. An additional add-on fee of $125 is required if alcohol will be served.
Available Athletic Facilities
The city offers its athletic fields, courts, and other facilities for exclusive use by rental permit only. Exclusive use refers to a group, organization, or person renting an athletic facility for their own use for games, tournaments, practices, and gatherings, including the potential exclusion of the general public. A permit is not required for informal pick-up games or general use.

Rules for General Conduct
Parks and Recreation Rules and Regulations can be found in City Ordinance Chapter 93.
Event Recycling
Rental groups are asked to follow the recycling requirements below:
- All paper and cardboard, cartons, glass bottles and jars, metal cans, and plastics labeled #1, #2 and #5 must be properly sorted and recycled.
- Each trash container must have a recycling container within 10 feet. The City of West St. Paul provides additional portable recycling and trash containers that can be checked out free of charge. Please email Courtney Selstad cselstad@mendotaheightsmn.gov for more information. The cost of any additional waste disposal (i.e., beyond the use of pre-existing city waste bins) is the responsibility of the rental group.
- Rental groups must educate all event staff, volunteers, event vendors, and housekeeping/custodial contractors on what and how to recycle using the Recycle Right Guide.
Cancellation/Refund Policy
To request a cancellation, contact the Parks and Recreation Department directly at 651-552-4150 or visit in person at City Hall during regular business hours (1616 Humboldt Ave). Please leave a voicemail if our Administrative Specialist cannot take your call at that time.
Cancellation requests made by permit holder:
- At least two weeks' notice – full refund, less processing fee of $5
- Less than two weeks' but at least one week's notice – full refund, minus your damage deposit
- Less than one week's notice (at least 48-hour notice) – no refund
- At least 48-hour notice – Credit for a future available date can be requested if the new date is within the same calendar year – damage deposit is not eligible for a refund
- Less than 48-hour notice or no notification – No refund and no rebooking credit
Parks close at 10:00 p.m.
If you experience any problems while at a park and City Hall is closed, you can contact the non-emergency police number at 651-322-2323 and they will contact a police officer to assist you. If you do not have a cell phone, there is a phone located at City Hall, through the first set of doors, that is accessible 24 hours a day. If the "Rules for General Conduct Within City Parks and Recreational Areas" are not followed, you may be asked to vacate the premises and/or future permits may be denied.
